I received non taxed per diem for work and it wasn't included on my W-2 and I did not receive a 1099. I am missing some receipts and need to report it as income. What form do I use in turbo tax or where do I claim it as income.

Per Diem is not taxable, therefore when paid by your employer, it should not be included in your W2 and should not be included on your return.  You do not enter any expenses associated with it and you do not enter the payments received for it.  It is basically tax free income.
