Schedule NJ-HCC is required for every New Jersey resident tax return unless your New Jersey Gross Income on Form NJ-1040 line 29 is $10,000 or less for single or married filing separately, or $20,000 or less for any other filing status. Near the end of the New Jersey interview TurboTax asks if you had health insurance in 2022, and it fills out Schedule NJ-HCC based on your answer.
