I am ready to efile and it is at the print preview part and they are saying New York return is unavailable to view,print and download? Is it going to let me efile or do i need to wait until it is available?

You will not be able to print until the forms are available.

Use this link to reference when your tax forms will be available. You can search by TurboTax Product and for IRS and State-Specific Forms.

No, you cannot e-file NY if the forms aren't ready (and I wouldn't recommend doing that if it was possible without viewing the forms before submitting) but if you are just waiting on NY forms, you can proceed to e-file your federal 1040, and come back later to e-file the NY return.
