It depends, and it's not always easy to tell. Employers can enter, among other things:
The cost for a vehicle lease if your employer included 100% of your vehicle's annual lease as part of your income
State disability insurances taxes your employer withheld
Union dues paid by your employer
Uniform payments your employer made
Nontaxable income you earned
Pretax commuter benefits
Flex Spending Account (FSA) contributions
Employee stock benefits (RSUs, ESPPs, etc.)
If box 14 appears to have a descriptive entry, enter that, and TurboTax will make an interpretation on a subsequent screen and ask you to enter it manually.
Pre-loaded New York-specific descriptions are:
New York Nonoccupational Disability Fund Tax
New York Paid Family Leave tax
New York IRC 125/SEC 18 Subject to NY tax
New York IRC 125/SEC 18 NY tax exempt
New York IRC 414(h) Subject to NY tax
New York IRC 414(h) NY tax exempt and
START-UP NY
And there's a large number of other descriptions not specific to New York.
If you don't know what's reflected in Box 14, you should contact your employer.
