Where is the other state's filing? Technical issue related.

I need to file returns for two states. One state is included for free with the TurboTax Home & Business package I purchased, and the other cost me $40, which I paid by credit card. I selected both states at the same time and downloaded them together. However, after completing the first state's return, I am unable to continue with the second state.

When I click "Start," the system keeps telling me that TurboTax will save my current return and confirms that my software is up to date—but that’s it. I cannot proceed to work on the second state. It seems like a technical issue. Can anyone help?
