Any stimulus payment is based on your 2018 or 2019 tax return. If you were not eligible then the IRS will not distribute the stimulus payment to you in 2020.

If you are eligible for the Recovery Rebate Credit on your 2020 tax return, the credit will be entered on your federal tax return, Form 1040 Line 30

TurboTax will ask about any stimulus payment that was received or did not receive after you complete the Other Tax Situations section of the TurobTax program.
