My taxes are about to hit my card soon yet my card will expire on February 20, 2020. And I don't want my taxes to hit my card an I can't access them. So can I use another card to receive my taxes. I've been trying to figure this out for a couple of days now.

No. Once you have selected a bank account for direct deposit, the IRS will not except any change request. This is for security purposes so that someone nefarious can’t redirect your refund. You may call the IRS and ask them to cancel the direct deposit request and mail you a check. If it is not too late, they may be able to honor the request. Or, if the deposit bounces, they will automatically mail you a check but it may take a few weeks.

You really should contact the card issuer. If there are funds on your card when it expires, I’m sure there is a procedure to get a new card or to get the funds returned it to you in some other way. The card issuer can’t just steal the remaining funds when the card expires.
