TurboTax always does that. Contact them by phone or email for a refund. If you are not happy with the result, contact them again using a different method. That always worked for me.
@Ssims1 We cannot tell from your post what software you used. Your Fees are based on which version of the software you used and whether you included any "add-on" features. And if you chose to have your TurboTax fees deducted from your federal refund--instead of paying upfront using a debit/credit card before you filed---then you agreed to pay a third party bank a refund processing fee of $39.99 ($44.99 in CA).
