Turbo tax charge

Turbo Tax said my first state tax was free.  Why did they want my credit card and charge me $19.99 plus tax?  Product was Turbo Tax Home and Business.  I will call and ask COSCO where I purchased the product.

    The TurboTax software edition you purchased includes one Free state program Download included in the purchase price.  It does not include one free state tax return e-file.  That state e-file fee is currently $19.99.  A charge which can be avoided by printing and mailing the state tax return.
