If there is an item on your credit report you don't know about, you can dispute the item.  Or, if you think it is yours, you can ask them what it is.

How do I dispute an error on my credit report?

Electric bills are not on a credit report.  Payment history with cable, cellphone, electric and gas bills generally aren't reported to credit bureaus and aren't traditionally used in credit scoring models, but they are the basis for the new FICO score
