We pay for medical insurance outside of our Teacher's Pension Plan.  Can we claim these premium amounts under Medical Expenses?

Yes, mostly all of the amount that has been paid on medical and health insurance plans is deductible while filing for tax.
According to Canada Revenue Agency, "Premiums paid to private health services plans including medical, dental, and hospitalization plans. They can be claimed as a medical expense, as long as 90% or more of the premiums paid under the plan are for eligible medical expenses".
