federal non-refundable credits intuit asks for sum of 30300 to 31400 but can I use the TOTAL at line 35000?

Why is the form asking for T1 sum of 30300 to 31400 describing it as "fed non-refundable credits" when line 35000 has the total of these lines, can we use that number?
