Lower my debt and raise credit score

I will like some advice on what can help bring up my credit score and if lower my credit card balances will help my debt to income ratio?

Try putting any excess cash flow you have toward paying down principal on your highest interest rate debts. Take some time to sit down and reconcile your income sources and your spending needs. Try to identify areas of regular spending that you can cut back or eliminate all together and re-allocate money saved from these spending reductions toward debt repayment.
