2024 Home TurboTax Deluxe Update Installation Failure

I tried to install the latest updates, but saw a 1603 error code. Retried several times, same result. Per the instructions, I reinstalled the product successfully after downloading. But then it failed with a 1709 error code. It apparently wanted state forms which I had to pay for even though I got them for free with my original product.

Everything is installed and seems to be working again, but how can I get a refund for the State forms?
