@juanicultura-gma , from your post , I am totally lost  as to what you are talking about -- re section 833 9b) deduction. Don't see how this applies to an international student.  PLEASE could you elucidate   your situation and what are you trying to do ?  Did you pay health insurance  fees or what ?  Which country are you from ?  When did you enter the USA with F-1 ?  Was this your first entry  and have you been here continuously therefrom ?  Is your OPT  and therefore EAD terminated?   Are you still in the USA or have  you returned to your home country ?
