Additional child tax credit

I got a thing in the mail about an additional child tax credit . If im reading this right , it says i can use my prior years income if i didnt make enough to qualify for the full child tax credit? Do i need to amend to make that change ?

    No. Tax credits are calculated on each separate tax year based on the income for that year. You cannot include income from prior years to qualify for the credit. For the Additional Child Tax Credit, you must have earned income of at least $3,000. The only exception is if your main home was located in a federally declared disaster area. If that was the case, special instructions apply.
