Adoption Credit carryover from 2020

I have an adoption credit carryover but I had no income (Just unemployment) for the entire year 2022. TurboTax keeps saying I don't qualify for the credit. Any ideas as to why?

The adoption credit is a non-refundable credit. That means that if you owe taxes the credit can be used to reduce your tax bill. But if you don't owe any taxes the credit can't be used. Instead it just rolls forward into the next year.

So since you don't have any income you don't owe any taxes. Since you don't owe any taxes you can't use the credit this year and it carries over into next year.
