I file jointly with my wife and we were both buying ACA health insurance and receiving a Premium Tax Credit. Part way through the year I became eligible for Medicare and so stopped my ACA insurance. I am no longer eligible for the Tax Credit but am I still able to claim part of the Premium Tax Credit for my wife for her ACA health insurance premiums?

Yes, you are still able to claim the Premium Tax Credit for your wife and for the partial year that you had the ACA health insurance.  The credits are based on the annual income of each person receiving the ACA assistance.
