Are Office of Personnel Management interim payments considered regular payments?

I retired September 2023 and received interim payments through February 2024. Turbo Tax is asking if 2024 was the first year I began receiving regular payments from OPM.

    In that instance the answer is yes since it is the beginning of your retirement payments from the OPM.
