I put in Code number provided by charity, but Turbo Tax showed an error, saying the code number should start with a 1. I am completely frustrated with the state return

Qualified Foster Care codes all start with 1, and others all start with 2. Did you misidentify it?

Just because they are a non-profit does not mean they are a Qualifying Charitable Organization for the purpose of the QCO 400/800 tax credit in AZ. If the organization applied and was approved by the state for this, they will appear on the list published by the state and displayed by TT. Same thing for Qualifying Charitable Foster Organization. If they aren't on the published list, I guess you can't use it for this particular credit.
