The W-2  on box 14 shows an entry CA SDI  with  $  tax withhold. Why am I not getting this refund?  Where should I enter manually to recapture this refund?

CASDI is like federal Social Security and Medicare.  It is a mandatory withholding and tax.  If you have more than 1 employer and together the CASDI went over the max you can get the excess sdi back.

2023 CASDI is 0.90% on a max of  $153,164 of wages. Max is 1,378.48.

You don’t get that amount back. It goes toward state disability insurance. The amount is included in medical expenses if you itemize.
