California EV tax credit

Bought a Chevy Bolt in Feb '23 and the tax credit is not appearing on my return, I don't owe anything but no refund either.  Is there a CA credit as well?

    The federal EV credit is non-refundable, which means the credit can't reduce your tax liability past zero.   The maximum credit is $7,500. It is nonrefundable, so you can't get back more on the credit than you owe in taxes. You can't apply any excess credit to future tax years.   Did you have a federal tax liability on Form 1040?  (see lines 18 and 24).
