My nephew lives with me whole year. His mom gets SSI for him. My question is if I can claim him as a dependent even if he receives SSI?

Receiving SSI won't prevent you from being able to claim him.  You need to determine if he qualifies as your dependent.  Please see the following TurboTax article with the rules for claiming dependents:  Who Can I Claim as My Dependent?

Also see this IRS interactive tool to determine if your nephew qualifies as your dependent:  Whom may I claim as a dependent?
