Can I claim a Nonbusiness Energy Property Credit for a central air conditioner/heating system with a SEER (energy efficiency rating) of 16 that was installed in 2018, but a credit was not taken last year?

    You will have to file an amended 2018 return to claim the credit for property placed in service in 2018.  TurboTax and the IRS are both not yet ready to accept amended returns for this issue. TurboTax is expecting to have the 2018 software updated by ”mid- March”.

    Just so I clearly understand. I would have to send in an amended 2018 return to get the credit?

    Yes.  Amending is actually fairly easy.  It takes 4 months or so to get the check, but it's extra free money you weren't expecting.  And the software isn't ready since this is a last minute change that the IRS wasn't ready for.  But you need to amend the 2018 return to claim the credit for equipment installed in 2018.
