Can I claim medical if 1,500 deductions if I didn’t pay taxes. I only made 15,288.00 in SSI

No.   If you did not pay any tax there is nothing from which to claim a medical deduction.   You cannot get a refund for medical expenses unless you paid more tax than you owed for the tax year and meet all the criteria to itemize deductions.   Sorry.
