Can i claim on federal taxes my 20 year old that lives at home and that i support but has state medi-cal insurance?

i was told i cannot claim my 20 year old on taxes due to state medi- cal insurance she uses. my question is can i claim her on federal but not state?

Told by whom?  The rules for claiming a dependent on your Federal return have nothing to do with state medi-cal, except as it might relate to support..  Was this person a full time student in 2020?  What was his/her income?

 

That being said, the fact that you provided support to your 20 year old could impact that insurance, whether you actually claim him/her or not.
