can I claim sales tax on a vehicle that I purchased on 10/21/2023 if I didn't claim it last year?

    No.   You cannot put a 2023 deduction on a 2024 tax return.   You can amend your 2023 return if you believe it will make a difference.  However, sales tax is an itemized deduction.   If you did not have a lot of other itemized deductions like mortgage interest, medical expenses, charity donations etc. to exceed your standard deduction for 2023, sales tax will have no effect and will not increase your 2023 refund.

    You can only enter sales taxes you paid in 2024 on a 2024 tax return.

    No, you would need to claim that on your 2023 tax return, since that is when you paid the tax.
