Question

Can i contribute more to my HSA if payroll dedcutions were 5400 for 2019. I have a family plan, under 55 years old.

If your have a HDHP, you can contribute up to $7,000 to a family HSA in 2019 (plus an extra $1,000 if you are 55 or older). So you can add to your contribution up to the limit and you have until 15 April 2020 to contribute.
