can I contribute to a Roth IRA if I receive a federal pension, but am now working and my current job does not provide me with the option to contribute to a retirement program. The retirement box in line 13 of my W-2 is not checked.

Being a participant in a workplace retirement plan or receiving a pension has no bearing on eligibility to contribute to a Roth IRA.  Your eligibility to contribute to a Roth IRA depends only on your modified AGI for the purpose, your filing status and having sufficient compensation to support the contribution.
