Can I deduct car registration fees in indiana if they were were incurred in January of 2021 ?

No for two reasons. First, any deductions to be claimed in 2020 would have to be paid in 2020. Secondly, Indiana does not have a deduction for car registration fees. They don't have itemized deductions of any kind, for which car registration fees would be a type of itemized deduction.
