Question

Can I e-file my taxes from 2021? I live overseas, I filed, mailed them FedEx, but the IRS does not have information on them. I fear they may nit have received them

The IRS told me to contact TurboTax. I would like to send them again electronically, e-file

No.  E-filing is permanently closed for 2021 returns.   The IRS is taking six to nine months to process mailed returns, so it is possible that your mailed return has not yet been entered into the system by a human who has to open the envelope and enter it.   You do not mention how long ago you sent it in.
