If you are asking if you can enter the property tax you paid in 2020 on your 2021 tax return, no , you cannot do that. Only property tax that you paid in 2021 can be entered on a 2021 return. If you forgot to include your 2020 property tax when you prepared your 2020 return last year, you can amend your 2020 return to include it. It will only make a difference if you will have enough itemized deductions for 2020 to exceed your 2020 standard deduction.
