You can only deduct donations to U.S. charities. If you donated in European currency to a U.S. charity, you could claim the deduction. (You have to convert the amount to U.S. dollars.) But if you donated to a European charity or other foreign charity you cannot claim a deduction on your U.S. tax return.

There are three countries for which there is a limited exception, but none of them are in Europe. Donations to charities in Canada, Mexico, and Israel are deductible, but only if you have income from the country that the charity is located in.
