Can I include property taxes paid to my town's tax collector when calculating vehicle expenses for a rental property (it was not included in the car's registration fees)?

Property taxes for real estate and property taxes for your vehicle are two separate things with one having absolutely nothing to do with the other. Any property taxes assessed on a vehicle are commonly referred to as a "tangible personal property tax" of some type on the vehicle itself - not a tax on any real estate you may own.
