Can my husband who is a union carpenter, claim mileage to a non-permanent jobsite under work expenses and under car expenses?

Yes, provided that these are unreimbursed employee expenses (or at most partially reimbursed).  These types of expenses are entered on Form 2106,  Please see this FAQ on how to access:  https://ttlc.intuit.com/replies/4800418
