Can someone tell me if a state imposed health and/or dot certificate is considered a license..??

What is the context of this question? Why does it matter if it is a license? I just need to know the background of the question.

If this is for e-filing, it needs to be your driver's license or other state issued identification with your picture on it. For example, in Florida one who doesn't drive or doesn't need a driver's license can still go to the local Driver's Licensing location (the county courthouse in my location) and get issued a picture ID that looks about the same as a driver's license and has a driver's license number on it. But it's clearly marked with a watermark that the holder is not licensed to operate a motor vehicle of any type. My MIL has such an ID and it works just fine for e-filing her tax return.
