Question

Can you still deduct moving expenses for an employment change in which the employer did not pay for the relocation? This only shows military related moves.

No.   Since the tax laws changed fo 2018 and beyond only certain active duty members of the military can get a deduction on a federal tax return for moving.  Some state laws may be different.
