Cannot cash or deposit my federal tax refund in my bank in the Fiji Islands. Can I send refund back to IRS and have them direct deposit to my sisters bank account in the US with my permission? Thank you

No. The IRS will not make a direct deposit to a foreign bank. Have you tried just depositing the check to a bank account and waiting for it to clear, instead of just trying to cash it?

And it is never a good idea to send your refund to someone else's bank account. Here is what the IRS says about sending your refund to a wrong account:
