I am tring to take the 'Child and Dependant Care' credit. my wife has erned income, but I was working as an Intern by Veterans Affairs (not earned income). I have a disability Award letter from the VA above 50% since 2015. Would this make me "disabled" for tax purposes, and able to take this credit?

For tax purposes, the IRS defines 'disabled' as:

 

"You are permanently and totally disabled if you cannot engage in any substantial gainful activity because of your physical or mental condition. A qualified physician must certify that the condition has lasted or can be expected to last continuously for 12 months or more, or that the condition can be expected to result in death".

 

If your situation fits that definition, then you could check the box to be able to claim the child and dependent care credit.
