I have 2 kids (toddler + infant), only the toddler went to daycare. Can I still get the allowance of $6000 for the child and dependent care credit, or only $3000 for the kid that went to daycare?

I paid $5900 in daycare for the toddler. I did dependent care FSA at the maximum ($5000). Therefore I'm wondering if I can claim the remaining $900 even if my second child did not go to daycare.

No. You've already claimed the maximum benefit through your FSA account.

The maximum amount per child is $3,000, if you have that much in child care expenses. Please view my (screenshot) picture of form 2441 below for reference.

You can list both children on form 2441, just enter 0 in expenses for the second one. You should get a dependent care credit based on the $900 in expenses above the FSA.
