Child and Dependent Care Credit in Turbo Tax

One dependent needed a Day Care but another just had baby sitter expenses that was not licensed.  When I enter the dependent that didn't have a licensed day care and enter a zero in the amount of costs for care, Turbo Tax allows the $600.00 child and Dependent Care Credit for the child with zero expenses.  Is this a program glitch, or is it a real credit?

Form 2441 is written in such a way that if you have two qualifying children, you can claim up to $6,000 in qualifying expenses, even if the expense for child 1 is $6,000 and the expense for child 2 is $0.  (It may not be what Congress planned, but it's how the law and forms are written.)

 

$6,000 of eligible expenses will result in a credit amount of between $1,200 and $2,100 depending on your total income.
