Last year I wasn't able to claim my daughter due to someone already claiming her, so do I have to file an amended return before receiving the child tax credit for her? I was told I'm entitled to the full amount still.

Yes.  If you filed a return last year and weren’t able to claim your daughter because someone else had already claimed her, you should file an amended return claiming her, as long as you’re entitled to claim her.

You'll have to file your amended return on paper -- that is, you can't electronically file your return.

When the IRS receives a return with you or your dependent's SSN, the IRS system won't allow a later eFiled return with the same SSN, even when you or your dependent are the real owner of the number.

Please see the TurboTax Help article How to amend (change or correct) a return you already filed for instruction on how to amend your previously-filed tax return, and How do I print and mail my return in TurboTax Online? for guidance in mailing your return.
