How can I claim child tax credit for 2 children under age of 12 while having earned passive rental income and receiving ssdi?

    You can’t get the child tax credit without earned income.

    Sorry---the refundable additional child tax credit is based on having income from working.   You need income from a W-2 or self-employment income from working.   Rental income is not income from working.
