Coastal Barrier Relief Act required more than $8000 this year yet not a part of expensive property tax. Why not?

My property was grand fathered until Hurricane Ivan. Entire house was rebuilt and lost the grand father hood. Why is it not included with property tax?

Technically the Coastal Barrier Restoration Act isn't a tax.  It's money you are required to contribute to the preservation of the coastal area in order to maintain a residence there.  So it is not deductible as a part of your property taxes.
