While on COBRA my employer subsidized a portion of my health insurance premiums (medical, dental & vision) and I paid the balance using after-tax dollars. Is the portion I paid a deductible medical expense?

Yes, if itemizing, payments for insurance premiums you paid for policies that cover medical care or for a qualified long-term care insurance policy covering qualified long-term care services are a medical deduction. However, if you're an employee, don't include in medical expenses the portion of your premiums treated as paid by your employer.

You will make the entries in the "Deductions & Credits" tab in the "Medical" topic.  Medical expenses that exceed 7.5% of your adjusted gross income will be an itemized deduction.
