We have a 36 year old son with Spina Bifida who was not able to work at all during 2019 and had no income.  He lives with us and we provided for all food and housing and medicine where we could.  Can he still be declared a dependent and EIC?

Thank you

Yes, he can be your Dependent and could qualify you for the $500 Credit for Qualifying Relative.

Unfortunately, they did not include disabled children for regular EIC credit.

In the MY INFO section, make sure you indicated that your son is disabled.

Go through the EIC interview under Deductions & Credits.
