If a 17 year old was claimed as a dependent and is listed on the EIC credit as a qualifying child, why would that dependent not also be listed in the dependent section on the tax return? Is this an error made by Turbo Tax or some other entry error or not an error at all?

A 17 year old child can be your dependent for EIC but you do not get the child tax credit for a child who was 17 at the end of 2020.    So look at the form again.   It should be checked that the child is a dependent for the credit for other dependents.   On a 2020 tax return you do not get CTC or recovery rebate credit for a child who was 17 at the end of 2020.

The rules are different for the 3rd stimulus check---you can get the 3rd stimulus check for your 17 year old.
