My 33 year old son lives with me and receives an SSI check monthly. Can I claim him as a dependent and EIC. He is not allowed to work or it shuts down his SSI so to me he is permanently disabled

Per the IRS, the definition of Permanently and totally disabled:  Your child is permanently and totally disabled if both of the following apply: The child cannot engage in any substantial gainful activity because of a physical or mental condition and it is medically determined that the condition has lasted or can be expected to last at least a year or lead to death.
