Dependent with a social security card marked "valid for work only with DHS authorization only"

I have a client whom I'm preparing taxes for who has a son that is currently in the U.S on a student visa.  The son is currently attending college full time and has a social security card stamped "valid for work only with DHS authorization".  My client has been providing for his son while he's attending college.  Can he claim him as a dependent, or does the son have to be a citizen/green card holder in order for his father to claim him?
