I make payments on the tools. I don't buy them outright.

Possibly! If you paid the expense during the year, the cost was directly related to your job and the expense was "ordinary & necessary" for your line of work (not required).

About not buying the tools outright, you would deduct them in the year you purchased them. If you paid with a credit card, when the card was initially charged is considered paid (because you're obligated to pay it and you own the items). So, if it's a situation like that they would be qualified in the year initially acquired. If you still have a question please provide more details about your ownership of the tools.

This section is asking these questions to see if it's worth it for you to complete the itemized deductions (so you don't have to waste your time). So, just be aware, only your job expenses greater than $900 in total, will go towards the itemized deductions.

Everyone gets the standard deduction, which for a single person is $6,300 and for married couples is $12,600, but you can take your itemized deductions if the total is greater. Many of the itemized deductions are limited. However, the software will calculate all of this for you and you can just enter all of your expenses!

Otherwise, if you have another type of situation, please provide more details.
